When supplies at a base run low, the Supplies tab explains how to restock: take the supply job from the job board (the game pays for transport, you only pay for the goods), buy goods from other players or your own factory on the Production tab, or let an NPC deliver what is missing at a higher price. Operations never stop.
Under each supply running low you can see whether a supply job is posted, where it flies from and what it pays, or whether someone is already flying it.
The Show on the job board button opens the dispatcher at the airport the goods come from and selects the job right away.
